1/4/2020 Counselor Al-Buainain: Completing the civil and commercial judiciary system electronically starting from the filing of the lawsuit until the implementation of the judgments


His Excellency Counselor Abdullah bin Hassan Al-Buainain, President of the Court of Cassation and Vice President of the Supreme Judicial Council, announced the launch of the service of filing civil and commercial lawsuits of all kinds and degrees completely electronically, in a fundamental shift in the procedures of justice before the courts.

The Vice President of the Supreme Judicial Council appreciated the follow-up and support of the Coordination Committee headed by His Royal Highness Prince Salman bin Hamad Al Khalifa, Crown Prince, Deputy Supreme Commander and First Deputy Prime Minister, may God protect him, for what he had a prominent role in the success of these efforts and the achievement of this achievement in accordance with the objectives of the comprehensive development march led by His Majesty King Hamad bin Isa Al Khalifa, the beloved monarch of the country, may God protect him.

This came during the meeting that was held today, Wednesday, using modern technologies for visual communication from a distance, with the participation of His Excellency Sheikh Khalid bin Ali Al Khalifa, Minister of Justice, Islamic Affairs and Endowments, and Mr. Muhammad Ali Al-Qaed, CEO of the Information and eGovernment Authority.

For his part, His Excellency Sheikh Khalid bin Ali Al Khalifa, Minister of Justice, Islamic Affairs and Endowments, expressed his deep thanks and appreciation to the Information and eGovernment Authority for the great effort and support it provided for the implementation of the electronic system for filing civil and commercial lawsuits, praising the distinguished work carried out by the Ministry’s departments, especially information systems, and the courts. And implementation, in providing a solid platform capable of advancing the ongoing development of judicial procedures.

In addition, the Vice President of the Supreme Judicial Council, Counselor Abdullah Al-Buainain, revealed that the new service will allow lawsuits to be filed and the submission of all notes and requests during all stages of the case, to include, in addition to the first degree that was announced recently inaugurated, the appeal phase, and the submission of appeals before the Court of Cassation, up to the stage Issuing judgments, subject to the availability of all the constitutional and legal guarantees established for a fair trial.

The Vice President of the Supreme Judicial Council pointed out that by launching this service, the civil and commercial courts system, as well as enforcement courts, will be fully available electronically, starting from the filing of the case until the stage of implementing judicial rulings, where the electronic implementation services have been launched since 2015.

Counselor Abdullah Al-Buainain praised the joint cooperation with the Ministry of Justice, Islamic Affairs and Endowments, and the Information and E-Government Authority, which resulted in the completion of this major modernization project in the development of the judicial and judicial system, and in supporting the advantages of an attractive investment environment.

On this occasion, Mr. Mohamed Ali Al-Qaed, CEO of the Information and eGovernment Authority, affirmed that the transformation of the litigation system into a fully electronic system is in line with the aspirations of development and modernization through the adaptation of various modern means that contribute to improving the level and quality of government services, especially services related to the judicial affairs, constructing at the time. The same is in the Ministry of Justice, Islamic Affairs and Endowments, as it is one of the ministries with remarkable efforts in its endeavor to achieve electronic transformation, adding that providing judicial services electronically and building the capabilities of the Ministry's employees to use the new systems, will contribute to expediting the completion of cases, and facilitating access to all stages of the case in various details of Before litigants.
