The Ministry of Justice, Islamic Affairs and Endowments, in cooperation with the Supreme Judicial Council and the Information and eGovernment Authority, witnessed an important new milestone in the history of judicial development in the Kingdom of Bahrain with the announcement of the launch of civil and commercial litigation services of all kinds and degrees completely electronically, and the completion of the electronic civil judiciary system, starting from Filing lawsuits and even implementing judgments, which places the Kingdom of Bahrain in a leading position regionally and internationally.

This great achievement comes in accordance with the objectives of the comprehensive development march led by His Majesty King Hamad bin Isa Al Khalifa, the beloved monarch of the country, may God protect him and take care of him, and in light of the directives of the government led by His Royal Highness Prince Khalifa bin Salman Al Khalifa, the distinguished Prime Minister, may God preserve him, and with the follow-up and support of the committee The coordination committee headed by His Royal Highness Prince Salman bin Hamad Al Khalifa, Crown Prince, Deputy Supreme Commander and First Deputy Prime Minister, may God protect him, to enhance the effectiveness of the performance of the government sector and support the fundamentals of advancing the investment environment and advancing development to achieve Bahrain's economic vision 2030.

The digital transformation projects in the Ministry of Justice, Islamic Affairs and Endowments, which have been gradually launched since 2015, are considered a fundamental shift in the procedures of justice before the courts, in the framework of the keenness to move forward in the development of services related to the justice sector through a clear strategy that depends in essence on the development of the current system of legislation and laws. In addition to benefiting from the tremendous development in information technology, which allows the digital transformation of all traditional services into electronic services, which resulted in the achievement of many qualitative development initiatives for judicial services provided to citizens and residents.

By launching these services, the system of civil and commercial courts, as well as enforcement courts, will become fully available electronically, starting from filing a lawsuit until issuing a judgment, and ending with the stage of implementing judicial rulings, in a way that allows lawyers and litigants to file lawsuits, receive judicial announcements, submit and exchange notes, and submit requests And follow-up, leading to the issuance of judgments, all of this is accomplished electronically, without the need for personal attendance, taking into account the availability of all constitutional and legal guarantees.

With this new development in the electronic transformation process of the Ministry of Justice, Islamic Affairs and Endowments, the judicial and judicial services available on the e-government portal include electronic services for commercial courts, which include registering and filing lawsuits, paying their fees, sending judicial announcements, submitting and exchanging notes, requests and responding to them, and appointing Experts and presenting their reports, leading to the issuance of judgments, and electronic services for civil courts, which provide the possibility of submitting memoranda and requests during the course of cases, with the ability to inquire about the details of the case, as well as electronic services for implementation, which allow opening execution files, submitting and following up requests, and paying the required amounts, in addition to To the feature of viewing the file status details, in addition to the electronic services for managing the affairs and funds of minors that enable the submission of financial requests or any other transactions on the inheritance files, follow up on the submitted requests, review the status of the application or complete any required documents, and view the account statement of the inheritance files.

With the completion of the legal claims filing system in all its degrees, the service is ready for launch, as it will allow for the possibility of filing a legal case in the first degree, the appeal stage, and submitting appeals before the Court of Cassation, electronically within an integrated system, which contributes to enhancing family privacy through an electronic justice environment that enables To obtain judicial and judicial services without the need for personal presence.

During the past year, the electronic system for the private notary was launched, which is a project that aims to develop authentication services by assigning some services to the private sector in accordance with legal and procedural frameworks organized and court, where information systems play the main role in providing private notary services in addition to providing performance measurement capabilities, While the work continues to develop authentication services by making some notary works available through digital media, through cooperation with the Information and eGovernment Authority.

The procedures adopted in the (private notary) system are to receive the documents, review them and verify the will of the parties, to then register via electronic services and print the transaction and then obtain the signature of the stakeholders, provided that the transaction is then electronically archived and saved in the central authentication database. And then hand over the transactions later to the Authentication Department.

These qualitative leaps towards electronic transformation constitute a distinctive and advanced addition in the justice sector in the Kingdom, where the principle of access to justice through electronic services available to all is enshrined, raising the efficiency of the auxiliary apparatus to the judiciary, developing the electronic services provided and facilitating them in front of lawyers and litigants through the use of modern technology, and working To develop the work of the courts, enhance the speed of adjudication of cases and improve performance indicators, in order to help achieve prompt justice and speed the completion of work remotely, in order to save more effort and time, and to enhance the advantages of an attractive investment environment in order to meet the requirements of Bahrain Economic Vision 2030, which is based on the principles of sustainability and competitiveness.
