Al-Watan: With the government’s drive to adopt electronic payment for government services, will all judicial financial operations be transformed into electronic payment services?
The Ministry of Justice, with great and continuous support from the Coordination Committee headed by His Royal Highness Prince Salman bin Hamad Al Khalifa, Crown Prince and Prime Minister, and in light of the vast electronic transformation witnessed by the judicial and justice system, it has adopted electronic payment for a number of basic services, which is the service of paying fees, trusts and guarantees. Through e-government, as well as the adoption of electronic payment in the implementation files by providing the necessary devices and channels prepared for that.
The Ministry is now working on a unified payment service project for judicial services, which aims to pay all the amounts due or required for more than one service or in more than one file through a unified channel to reduce procedures and simplify operations.
Al-Watan: The Ministry has launched electronic transformation projects, foremost of which are services for filing civil and legal lawsuits and implementing judgments. How was this reflected on paperwork internally?
It is natural that this reduces the percentage of paperwork inside the ministry. With the electronic transformation of the judicial services in relation to the work and internal follow-up systems, much has been accomplished at this level, for example all procedures inside the court today are conducted electronically, where the opportunity was provided for judges and employees to review all the procedures and case papers through the system, which includes the application of the electronic record during the session Sessions in all civil, commercial and Sharia courts of all degrees, as it allows reviewing session records that are written directly during the sessions, which include the pleadings and oral defenses submitted in a timely manner.
An example is the approval of the claims' exchange orders through the system without the need to print them on paper. As well as the application of electronic correspondence with most government agencies according to the court's decision, and the response is made by the entity directly in the system without the need for traditional correspondence, as any letter is sent via the electronic system to the concerned authority directly, and in the event of a response by it, it appears automatically in the internal court system Affiliated to the Ministry of Justice, with the ability to periodically follow up issued letters and responses to them.
In addition, receiving requests to the punishment execution judge via e-mail, and then preparing letters to the competent authorities and sending them to the Public Prosecution Office to implement the decisions.
Likewise, at the level of enforcement courts, systems have been developed to follow up on requests accepted by execution judges so that employees can communicate electronically with judges and implement orders issued, including the creation of internal systems that help management personnel to complete their procedures smoothly, such as approving agencies, modifying file data, or accounting. In the past, it was based on manual follow-up and reviewing the concerned employee, but it became apparent to him automatically, and it is completed immediately with a mechanism for periodic follow-up.

The number of remote visual documentation of the transactions of detainees and prisoners in the Correction and Rehabilitation Center reached 427, most of which are related to the conduct of a special power of attorney to appear before the courts.
Here, we note the role of the General Administration for Reform and Rehabilitation at the Ministry of Interior for its efforts to fulfill the requirements for this project.
Al Watan: Will remote visual documentation of inmates continue after the coronavirus pandemic subsides or ends?
The Ministry of Justice, Islamic Affairs and Endowments began graduating in electronic transformation projects years before the Corona stage, and this pandemic accelerated the pace of digital transformation of basic services, and this included the adoption of a support plan also by using electronic means for other services.
The Ministry is working to convert this support plan for electronic services into permanent work mechanisms after Corona. One of the main objectives that the Ministry’s development team is working on is to reduce, simplify and facilitate procedures for beneficiaries and litigants. Electronic transformation is at the core of this process.

Al-Watan: The justice system has witnessed an expansion in the scope of reconciliation and reconciliation in some criminal offenses. Is this option really available now?
Yes, for those who wish to choose mediation as an alternative means available in some crimes in which reconciliation and reconciliation is permissible, according to clear and specific legal conditions, the foremost of which is based on the request, acceptance and consent of the stakeholders, otherwise there is no value
Or a consideration for that.
The establishment of the necessary legislative structure for this has been completed in light of the amendments to the Criminal Procedure Law, which expanded the scope of reconciliation and reconciliation in some criminal offenses, as well as Decree-Law No. (22) of 2019 regarding mediation to settle disputes. I take this opportunity to confirm the role of civil society institutions in clarifying the role of mediation in settling disputes and the advantages of this method that has proven successful in many countries.
Al-Watan: What about civil mediation?
As well as mediation in civil disputes, the necessary legislative structure has been completed, and it is available for those who wish to choose mediation as an alternative method. Also, these services allow you to inquire about the case's details, as well as the electronic services for execution, which enable the opening of execution files, submit requests, receive responses to them, and pay the required sums with the feature of viewing the file’s status and the actions taken in it.
And also the electronic services for managing minors' affairs and funds that allow submitting financial requests or any other transactions on the inheritance files, reviewing the status of the application, completing any required documents, and viewing the account statement for the inheritance files.
