His Excellency pointed out that the fifth legislative term, which is close to the last role in it, has faced exceptional circumstances represented in dealing with economic affairs and financial balance, as well as the conditions of the pandemic, the like of which the world has not experienced before, and Parliament has faced these exceptional challenges and dealt with them with care and ability, and succeeded in dealing With many legislative and oversight measures and through cooperation with the government, communication and coordination with it, many achievements have been summarized by His Excellency as follows:
- Dealing with the financial balance program, where the understanding of the members of the legislative authority of the requirements of the economic situation led to dealing with the financial balance program, not only to reduce the deficit. But also by seeking to increase revenues, and redirect support to those who deserve it.
- And the exceptional treatment with which Parliament in its two chambers dealt with the Corona pandemic through many legislative and oversight tools and the government’s support in providing unprecedented support that reached 4.5 billion dinars.
- The rapid and effective interaction of the legislative authority in many laws that contributed and still contribute to establishing the rule of law and preserving the rights and freedoms of the people. The Code of Criminal Procedure and the Code of Procedure are the two greatest examples of serious, rapid and effective interaction, according to which the courts and the Public Prosecution were able to achieve the principle of access to justice In those exceptional circumstances that imposed social distancing and completely changed the work mechanism while preserving all guarantees of a fair trial, public hearings, confrontation between opponents and other principles that were adhered to in their good application in addition to adherence to health requirements, which made it easier for lawyers and litigants. judges, prosecutors and employees.
- Attention to youth in parliamentary work. The Youth Parliament, which was held under the patronage of His Highness Sheikh Nasser bin Hamad Al Khalifa and with great governmental and parliamentary participation, came to emphasize the importance of empowering young people and taking into account their participation in the decision, and its reflection on the parliamentary interest in education, housing, work and sports.
The Law of Restorative Justice for Children and Protection from Abuse by extending the child’s age to 18 years and taking advanced measures in dealing with children’s wards and exposing them to danger in legislation that is considered the most advanced or effective and with a new view targeting the best interest of the juvenile and is a qualitative leap in the field of human rights in the Kingdom.
